You might want to read the suit against Mr. Williams. It's not for "simply promoting".

As for the line between "promoting" and "pump and dumping", I leave that to the SEC to decide.

As they state in many places any attempt to manipulate the price of a public company's stock may result in civil and criminal penalties.

I looked for a support doc and found none. The specific of Kezzek's post was "giving" and I can think of many examples of such passing of ownership of stock and none of those are illegal in their own right and/or instance. I ask Kezzek to be more specific in his implication.
