It's already public knowledge that 50% of any EB-5 funding goes to pay off the Ruby mortgage,, so what's it matter if it's used to pay of other loans? If it ensures that the Ruby initiates & sustains productivity, then that's all the foreign investor need be concerned with, imo.
These 'other sources' of funding should also be encouraging to foreigners seeking U.S. citizenship through the EB-5 program,,, albeit those sources may not be as SH`er friendly as some here may like,,, if it helps to guarantee that the Ruby Project is successful enough for the investors to gain their citizenship & eventually be reimbursed,,, then it's a win/win for everyone,,,, imo. ;^{)
Then again,, it seems much easier just to have a child born in the U.S. or one of its territories as an anchor baby to gain citizenship here,,, but not everyone is capable of that either....
