Definitely looks like some type of manipulation to me. Just my opinion. It happens all the time to penny stocks. The good thing is someone/someone's is/are still buying. As long as GRNE has a bid it will keep trading and GRNE will still be able to convert shares.
Today's news is good news. Nice to see they are still adding revenues above last year's totals. Now we need the filings. Update these filings and stop the dilution.
