I have no reason to doubt it at the moment. But I think this implies there is potential longer delay in leadership change, and someone else other than him might be the new leader. Most likely there was disagreement about policy during August meeting, thus the editorial and new policy discrepancy. Given this uncertain situation, I think the more stimulus policy will likely carry forward.
