It's not chilled or anything, just someone alledgedly took advantage of the filing. Alledgedly they set up a penny stock website and after front running PSPF they put out a buy alert so it's got the CE designation on pink sheets. Nothing that a fully reporting company wouldn't immediately have removed upon completion of a reverse merger in my opinion. That fiasco scared everyone off so now PSPF is cheap again...
