I do not know. it makes no sense. I cannot dismiss or reject the threat. I do know that molecular biology in 1992-1994 was easy enough for a good undergraduate to make super bugs if they were told how to. I think this worries me more than anything else.
PS during the anthrax release in the soviet union, in which several people died in the dead of the soviet winter 90 miles from the release site, no children got ill.
but if they have weapons AND there are people who would use them, they could really be a problem
