I don't follow your logic.
If US law is changed to outlaw abortion, how would that cause a Jew to violate his religious belief ? The civil law would be more restrictive than the Jewish tenet, and thereby forbid an act otherwise religiously permitted, but it would not allow an act that is religiously forbidden.
