you would think they would contract with a decent size software firm. I wouldn't want an in house development team writing stuff like that. I would want insurance if something went wrong. most CIOs are insurance agents. They protect themselves from software failures by getting the big boys on the job. If IBM screws it up, they say "IBM is the best, that is all I could do."
If KCG did utilize contractors to develop and test this new program, I'd love to know who carries the contractor's general liability errors & omissions policy...and short the crap out of them.
