We didn't ask about the submarine service aspect so I can't comment on that area. As far as the " I was qualified to do the same job as an officer" reference I believe he was just overstating his qualifications. For example I was the LPO at a small detachment and when there over the weekends there was no Chief or OIC on the island with us. Technically I was authorized to act as the OIC to protect the personnel, site and the equipment. However I was never the OIC. Same thing on a ship ( I was Navy) you always over qualify people so that if there is an emergency then you are not left with a dangerous gap. I believe that was what he meant which immediately meant liar to us.
