really depends. there is no general rule. Look at AMZN last Friday.

Many factors to consider. Will it hit the target in time? Is it going to be a smaller, but more certain move? Probably better to go ITM. Is it volatile and can go 15% either way on earnings? Probably OTM is better. Also consider how many days left till expiration?

Do you mean options or stocks? If you are talking about options it is because there is a time value premium.
