Yes you have it correct now.

There are some in the first category but mostly the accidental deaths come from case 2 of trying to release that 80 mg or more all at once.

The point is that Purdue's Oxycontin is highly addictive and that addicts and normal people were using the drug....continuing the addictive cycle....and that normal people need something for pain other than highly addictive oxycontin.....thus the USPTO approved 216 for all opioids.....soon there will be no need to prescribe opioids that aren't abuse resistant.
