Red, I'm not sure we made a treat over that one ... perhaps, it falls under presidential powers? .. As a matter of fact I'm pretty sure I remember when ole bush was in power and the 'guys' from Afghanistan attacked us ..they made a rule that said we 'could get them' ANYWHERE they were .. as they were NOT a standing army .. with one country etc.. etc... . now, I'm not sure, But I think it's legal ..
