I believe he was bought off - in some fashion. With CP's military record, he had to have known that GWB's many excuses for a pre-emptive war with Iraq were weak at best - many military experts did. CP went along with GWB and spoke up for the Iraqi war in the UN; he will forever be thought less of in my book.
