I guess setting the bar low is OK for performance from the Head of Homeland Security and is acceptable for your standards. Well how about this quote on Thursday by the former commissioner of the Arabian Horse Association, Brown, the head of FEMA - "we just learned today that there were 15,000 people at the convention center."

When one is incompetent they like to surround themselves with incompetents. There is no excuse for Chertoff not to know as members of his staff should have awakened him as it was Tuesday morning and it happened on Monday.

Another scene from a movie: Chertoff goes to sleep at 10:05pm, 5 minutes later than his boss. He has been watching the news from New York and all is fine in the Big Apple. At 11:05, the big one hits Time Square. Since W has told his staff not to wake him til 5:45am for his run, he gets up to discover NY demolished. Chertoff wakes at 5:50am, steps out of his front door to get his paper (The Washington Times) and wallah, he sees that NY has been hit. He is surprised since no one called him and NY was fine at 10:05. That is the scenario that you are justifying=="Between briefings" Should we not expect more from those who we pay to protect us.
