Laptop 99% uptime is for the new datacenter being brought online at Level 3 facilities in Orlando, Florida. During 3 direct hits on Orlando last year which caused widespread damage Level 3 was not down for one minute. Mother Nature played hell with Mid-West yesterday knocking everything down at 6:30 CST. Area received 10 inches of rain in 12 hours and flooded Quest backbone fiber connect switch. So no websites routed thru that area could be accessed not just IDS sites. Also speed is a little slow for two reasons database is so huge and traffic has exploded. When Level 3 comes online it will be able to take 5 million hits per day no problem.
