from what I have been told is there is a standoff over money

From what you've been told? Says who? I spoke to Andrew yesterday and while there's been delays, they are still moving ahead with the plan as they've communicated on PR's. Testing with an identified 3rd party lab will be done. Just be a little more patient. Many of us here have stuck it out long enough. Stick it out just a bit longer and we'll get some good news.

What does the contract say?

Robert holds the cards and wants the company to pay for testing

Isn't that what contracts are for - to determine who supplies what?

If it's finished isn't Robert suppose to give it to WDRP to sell? What does the contract say?

Stop asking dumb questions and ask what is Robert going to do with his finished project.

A better question is - What do you consider finished?

Problem solved, I'll have it tested for FREE!
I have a testing facility with the proper equipment to fully test the product with using municipal water, well water and natural spring water. Documented results within a couple weeks.

Robert holds the cards and wants the company to pay for testing. The company has no money. The water heater works stop stop stop it works.

I'll even manufacture it into water heaters and buy the first thousand or more.

Robert has 400 million reasons to get this done.

there is a standoff over money

I thought WDRP PRed everything was taken care of by the US distributor "These companies possess assembly facilities and have already offered their services for product assembly and component financing if required. Other available services include product certification towards market entry and the completion of comparable studies measuring Wanderport's microwave energy technology against other brands of tank-less and storage tank water heaters for marketing purposes."

What's missing?
A completed water heater(now called heat engine) IMO.
