It would seem at the least designated gather areas in case of flooding should have been set up. Sure some of the areas may be destroyed by wind, but not all.

Smoke flares could be used to help folks locate the gathering zones during the day and beacon lights during the night. At these gather areas positioned well above possible flood levels with plenty of room for rolks to gather...a generator with fuel for a week to power lights, ham radio, small P/A system (bull horn at the least), portable TV, AM/FM Radio, etc. Also stored at each location would be water, food (meals ready to eat), baby formula, first aid supplies, blankets, tarps, umbrellas, etc, trash bags to be used for both trash and as human waste receptacles, toilet paper, sanitary napkins, etc could have been stored in advance at each location.

And a plan to helicopter in teams to manage each location, which would also offer a method to re-supply each location as needed while help is mustered.

Especially hard to do so when the highways are underwater....helicopters being fired upon isn't helping matters.

No one is really prepared enough for an event like this....
