Unless someone can produce an engineering plan that shows those specific sections were scheduled to be rebuilt, to a strength that would have withstood the pressure, on a schedule that was to be completed by 8/05, but that the plans were scuttled because funding was diverted to Iraq, I have to dismiss that guy's war theory as poopydoop.
You're right... there's an article that says the broken section had already been reinforced as planned, but collapsed anyway.
