That would essentially have the same effect. Everyone would try to get out at once, and no one would be buying. How does that work? The "company" isn't going to buy up the shares.

but I feel like a warning in a PR announcing the halt is appropriate prior to the halt, at least giving some people the chance to get out...

The people who'd bail would include company insiders, which would make the action pointless.

When you buy a penny stock, you take a big risk. The SEC warns against messing with them.
