ms...: It has been a concern for decades that New Orleans was at risk of flooding. The city should have had aid stations peppered through out the city. These stations should have been well above sea level complete with water, meals ready to eat, first aid supplies, pillows/blankets, bathroom services, generator power, etc...Complete with a plan to air lift in personnel to each station to offer medical assistance and distribute the supplies.
New Orleans was pathetically ill prepared for a disaster everyone new would come. It seems there was no back up plan for the city's communication infrastructure either.
