Diluting is not the only reason u do a promo, there are other reasons as well, getting exposure, bringing the company back up to the pps it was trading at 5-6 months ago at .10 - .18 range before the rogue seller came in. Not all promos are necessarily used for diluting. Depending on the company and the promoters behind it IMHO.
