Ok if we are going to blame BD, I thought they were the be all to end all.....I thought that they were credible......APPARENTLY NOT.

Where in the PR does it say that was the problem? It doesn't, in fact I don't even see where Behre Dolbear was mentioned in the PR. All I see are words like inconsistencies, omissions, and deficiencies being used and the buck stops with PTQ.

How do you make the same mistakes with both Panama and Spain? I could see maybe one mistake, but both?
