I understand your concern. However, Sid's Nov 1, 2011 CEO update letter specified the parameters that TDCP leadership is looking for to move forward with a RS. The current pps is right at the level SID mentioned in the letter, and he elaborated that it needed to be higher to acccomplish the objectives of the RS.
