Here is something "implied" that nations are allowed to enrich uranium, since ElBaradai recommends the NPT should be revised and that nations be prohibited from enrichment under NPT. He mentions the "serious flaws" in the NPT, the flaw being uranium enrichment. I repeat again, Iran is not violating the NPT by its uranium enrihment. As I find more I will post.
