Answer
Hi Jennifer,
I'll be glad to help with your question:
Here were the main problems with the Articles of Confederation:
1. The government didn't have the power to tax, which meant that the government usually didn't have enough money to function.
2. To get anything done, there had to be unanimous agreement among the states. That is, all 13 states had to agree on a certain thing before it could be passed. Since it was hard to get everyone to agree all the time,
the government hardly could get anything done.
3. States were allowed to print their own money, which wasn't good because sometimes one state wouldn't honor another state's money.
4. States were allowed to make trade agreements with other countries. This meant that, for example, New Jersey might have a separate treaty with England than New York has. This caused conflict.
5. There was no chief executive, which meant that everything had to be done in groups, and that made for a slow process.
So, for all of these reasons, Americans decided to replace the Articles of Confederation with the new Constitution.
The most positive aspect of the Articles was that it provided a necessary structure after the Revolution, which permitted states to reorganize themselves, and to do some important work such as, as you mentioned, organize western lands.
I hope that this is helpful, Jennifer.
