Buyback gives many signal other than just economic one. Since management hold inside information about the company and won't waste money on something they are not 100% confident about. I don't know how much company management has option / grant vs real purchase on the open market. It has to be a win win situation because option has no downside risk. Thats why Buffett is against stock option grants for executives.
