"Do you know for fact they did not buy mobile app company."
Ask him. Wouldn't you think that he might mention the NAME of the company in the PR he published about buying it? If he bought one he didn't mention it in the filings that he signed. Would that be a BUSINESS DECISION, too?

Funny thing about public companies. You aren't supposed to have to call them to ask them to explain why they haven't kept their promises. They are obligated to make that information public without investors having to ask.
