From my perception of its evolution. The single was build and showed excellent results. Heat chamber was modified and tested - better results and good enough to make multi-cavity. All this done with components scattered about the bench(my words, not Roberts).
What they have now is everything mounted in a metal enclosure. The plumbing needs to be redone so Robert can final test prior to taking the whole unit to a manufacture and say "here it is boys & girls, where's the water and the outlet?"
Manufacturer see's how great it works and say's "we are on board, where do we sign?". "We'll have the first set of prints and a rendering to you in a couple weeks." From there they make a couple hundred.
Hope it goes that easy anyways. Somewhere during this whole scenario, website and I HOPE numbers like voltage, flow, delta temp, efficiency, etc. to compare to other water heaters.
