Intel's slow pace of new process introduction for the Atom has limited the success against ARM. I think Intel wanted to use trailing edge processes for Atom to fill in Fab capacity for two year old processes. Historically the leading process were used for high ASP, high volume leading edge microprocessors. Low ASP Chipsets and other miscellaneous products were used on two year old processes. This strategy allowed Intel to become a profit machine. Since chipsets are becoming a part of the processor chip, there was going to be plenty of surplus capacity of two year old processes, and Intel needed the Atom for that role.

But this strategy limits the competitiveness of Atom. Atom needs leading edge processes to break into the mobile space. There appears to be a movement in that direction since mobile is the wave of the future, and Intel needs to break the strong grip of ARM.
