Why didn't Mineseeker retire all 450,000,000 shares?

Why didn't Mineseeker retire all 450,000,000 shares?

The plan before was to retire all 450,000,000 shares, in exchange for the creation of a non-convertible, voting only, Preferred class of stock. After that step, the authorized share count would again be lowered.

And the plan before was when Mineseeker AND Centacom were in NHSH. Now Mineseeker is the only one in NHSH and they aren't retiring all 450,000,000 shares. WHY?
