LOL!! By and large they mean to do all that, but they don't have the manpower and they don't have the teeth.
Unfortunately they can't force a buy-in. That's the role of the brokerages and clearing companies. They could lean on the NASD, but it seems apparent that the NASD isn't interested.
But I'll say this: why do they put out notices telling people to get in touch with XYZ, when XYZ can't be bothered to reply to emails?
