Maybe Dean & Co modified the VLJ program to include solar panels on the wings and they got funding after making a contribution....

Maybe Newby was a front for taking the contribution money and getting to the "Correct" places... I don't know but maybe

thinking about TigerFish... can you put solar panels on the floats..?? maybe just the bottom side and then you would need to fly upside down for 50% of time to save fuel... WOW what posibilities... gosh... haven't even approached the helicopter parts for sale to Mineseekers or Suckers Tech ... more $$$$

Just going to think outside the box here on Jeff and this GJ thingy.

Now every one says Jeff went to them. What if the auth went to him first and said in exchange for your cooperation you get immunity? Or even better, he did go to them, and they said they would proceed, but he was as guilty as Dean so he needed to roll over and come up with even more on people.
