Well, you answered one of them - the GJ.

IMO, it was Jeff hounding the feds that got the ball rolling.

It is taking a long time - have heard they are looking deep into the story. Maybe they've found more than Q and are taking the standard government time investigating everything.

Also, it's MO that Jeff intended to bring SH value through the N deal but didn't count on joe doing what he's done and the owens debacle.

Sure, everyone can blame him for not seeing those things but the bottom line here - he got off his buttocks and tried to get something done.

And, of course, people can speculate on why he put himself out there like he has, but, IMO, he was/is genuine in his reasoning.
