The Vote That Delayed Obama’s Speech

WASHINGTON – Last week there was a small hoo-ha over choosing a day for President Obama to address a joint session of Congress. Mr. Obama wanted to give his jobs speech on Wednesday, the same night as a Republican presidential debate. But he was rebuffed by John A. Boehner, the House speaker, who said late votes on Wednesday would prohibit an ample security sweep.
There was in fact one roll call vote Wednesday night: “Authorizing the use of the Capitol Grounds for the District of Columbia Special Olympics Law Enforcement Torch Run.”
The resolution was a bright light of bipartisanship: It passed unanimously, with 379 members voting [ http://politics.nytimes.com/congress/votes/112/house/1/692 ].

Why Congress Won’t Pass A Jobs Bill: ‘Obama Is On The Ropes; Why Do We Appear Ready To Hand Him A Win?’

Marin Cogan and Jake Sherman have done the only reporting that really needs to be done on the prospects for major legislation aimed at creating jobs [ http://www.politico.com/news/stories/0911/63214.html ], or doing anything else:

“Obama is on the ropes; why do we appear ready to hand him a win?” said one senior House Republican aide who requested anonymity to discuss the matter freely.

Public policy is not a zero-sum competition between “Republican ideas” and “Democratic ideas,” but electoral competition is a zero-sum battle for office. In a paradigm where the passage of major legislation counts as a “win” for President Obama then anyone who wants to see President Obama go down to defeat, then no major legislation can pass on a bipartisan basis. This is exactly the problem the White House had in trying to overcome GOP filibusters during the 111th Congress and the main problem they face in trying to reach bipartisan accords with the Republican-led House of Representatives in the 112th Congress. This is the fundamental reality of American politics today, but far too few people put it at the center of their accounts of what’s happening.

UPDATE: Today, Obama presented Congress with his jobs legislation. In his remarks, Obama noted, “There are some in Washington who’d rather settle our differences through politics and the elections than try to resolve them now. In fact, Joe [Biden] and I, as we were walking out here, we were looking at one of the Washington newspapers and it was quoting a Republican aide saying, ‘I don’t know why we’d want to cooperate with Obama right now. "Perry’s Galileo Moment

In last night's debate, Rick Perry, stumbling over his answer denying the science of climate change, opined, "Galileo got outvoted for a spell." Of course Galileo, considered the father of modern science, wasn't "outvoted" by other scientists, he was subjected to an inquisition by the church for being a heretic.

Although, as I wrote [ http://www.religiondispatches.org/dispatches/sarahposner/5080/few_religion_questions_at_debate/ ] in my earlier post, there was little overt religiosity in the debate, Perry's comments were clearly aimed at a religious audience. Climate change denial is not just hot for energy industry lobbyists, it's especially rampant among religious conservatives.

New social science research by sociologist Darren Sherkat [ http://sociology.siuc.edu/faculty/fac_sherkat.html ; http://blogs.ssrc.org/tif/author/sherkatd/ ; http://www.religiondispatches.org/contributors/darrensherkat/ ] of Southern Illinois University shows that sectarian Christians do poorly on basic scientific literacy questions, and therefore have difficulty engaging in scientific discussions involved in public policy debates on issues like climate change.

"Sectarian Christians" is the term Sherkat uses for what most reporters and pundits call evangelicals, but by which Sherkat means denominational and non-denominational Christians who believe the bible is the literal, inerrant word of God. Sherkat writes in a forthcoming paper in Social Science Quarterly [ http://socialsciencequarterly.org/ ] that nearly one third of Americans "identify with sectarian Protestant denominations" and that "resources from these organizations and their sympathizers have been instrumental for establishing religious alternatives to the teaching of evolution—fostering a vibrant industry promoting 'intelligent design' and 'creation science.'" Josh Rosenau of the National Center for Science Education says that the same strategies are now being directed at attacking the science of climate change.
