WayHaw you are correct. Some PDF documents are restricted from copying and others are created without OCR enabled (to reduce size). Also, images and other non-text renderings can not be copied.
Bulldzr is right in that most PDF documents are created in a user-friendly format that allows copying - often with full formatting.
It just so happens the Loops' document has text that is not copy-able without first running it through an OCR tool.
