Okay, just glancing through the paper, the voxels are laid out how I suspect.
I *think* inherently it will have quite a low fill ratio, as the voxels cannot occlude each other, also causing the voxels to be very tiny in comparison to the volume they represent.
They even include physical sweeping discs to help steer a projector image over small areas of the cube, to help with that tiny resolution problem.
So although a novel idea, inherently limited for the above reasons.
Still pretty cool idea.
