dvm....One has to be careful drawing any conclusions from these numbers. Daily "shorts" may or may not be "real" shorts. I.e. shares legitimately borrowed and sold. IMO, most of these "shorts" are effected by MMs or others who, using "Sponsored access" and complex algos, are playing the manipulation game. These "short" sales, if bought back within T+3. are not short sales. And, for the most part this is what transpires.
For example, on a day where the market is tanking they can effect these "short" trades to "help" the stock down to the point where weak hands are scared into selling (or stops are hit), completing the close-out of the "short" sale.
