B402 --- VALE is now in a DESPERATE SITUATION
to get a mine started due to the fast approaching completion of their NEW PROCESSING PLANT.
They are alreay training new miners, and other dept workers.
The New Processing Plant will cost about 2.8 billion dollars, lots of investment there.
My guess is that the JV for LUCKY has started and should be signed soon.
That's why the silence, NDA possible.

The VALE new processing plant should be completed by then.
To feed this 2.8 BILLIOB DOLLAR PLANT,
VALE is in a hurry to start mining something.

The most highTech Processing in this modern age.
Should be completed by Feb 2013, about 18 months away.
When VALE JV with Katx, the raw materials will be sent to this new Processing Plant.

Now N. LUCKY is the BULLSEYE of the whole VALE-LUCKY Deal,
