Location is not a formality--it's an important factor. A cyclotron can't be located just anywhere. A central location close an airport would be rather important. You know this as well as everyone else. They have most likely weighed their options and decided Noblesville is the best location for a number of reasons.
I agree that financing is probably a done deal, but would imagine it is complex, involving multiple sources. We will know soon enough.
Go ask your banker for $55M. Doesn't matter if you have solid credit or not, he would want to know all the finer details of what that money is going to be used for. $55M is a lot different than $55K.
Actually, there are many, many steps even before financing as not just anybody is allowed to build a cyclotron. All is proceeding in the order it should be, no matter how much you rant about it not being in the order you want it to be.
