Obviously, you either didn't read or comprehend the agreement. You paid for legal representation for this one administrative hearing only. Whenever the final ruling is made, the agreement is fulfilled. You didn't pay him jack to get shorty.
It reminds me of the movie "The Sting", with Paul Newman and Robert Redford. Everybody was a crook, but you had your good crooks, and you had your bad crooks.
