Ken...thanks for that cryptic non-answer. You were going to use this a test...like a case study. So what would you tell your clients who bot GVRP last week? This week? Would OCS have deposited the f\s shares this week into your client's account? Would OCS have allowed trading in GVRP this week?
The best way out is for the sellers who sold what wasn't theirs to sell with those due bills attached (you know what that means right) to cover what they owe.
