It wasn't the SEC, since they would have had to make a public request of a judge for an asset freeze, and there would be a record of it.
Which means it's a Federal agency with serious Juice-DOJ using RICO or the Patriot Act- or the Financial Crimes boys at Treasury to gain the freeze without a public action.
I'm guessing it's DOJ using the Patriot Act anti-money laundering provisions, which are draconian.
