skono, agree that public companies make shortsighted decisions because of oversight and reporting requirements. I also think the top-down bias of US industry (in particular) causes these problems. To revive the construction analogy, it's almost always the owner, not the architect, CM or general, who insists on making the low bidder "work out". This is, imo, because the owner, the least knowledgeable of the group, doesn't refer these decisions to those who know what they are doing. I've watched a similar dynamic shape American corporate IT, across the landscape, with CEOs et al making decisions over the heads of their expert personnel.
