I believe this can be attributed to the pressures of meeting the quaterly/annual earnings reports for SEC regulations. Private businesses will accept lower margins and even risk losing business rather than gamble with their reputation. The main objective is to protect the long term interests of the company.

When the Street is watching your revenues, earnings and margins like a hawk AND you're gambling with OPM the decision making is affected.
