The Idiot Wave hit an all time High Risk signal in mid March of 2000 and didn't want to give us a Low Risk signal. It bounced between High and Ave. for most of 2000, and 2001. We got a brief Low Risk signal after the 9/11 attacks. Even then it wasn't convinced for very long and rose back to High Risk by Jan. of 2002. It only finally dropped to Low Risk in a big way after July of 2002.
