I assume M118 fell into the Business Development Partnership category.

Development work on M118 ceased in the fall of 2009, so there was no M118 goal in 2010 other than finding a partner. As 10nisman noted, the partnership goal was included in the “business development” line item where MNTA awarded itself an achievement score of 0% (#msg-62463569).
