If that is what they are resting their hopes on, they are in for an unpleasant suprise.
A company that wants to be open with their shareholders doesn't gag the transfer agent to prevent disclosure of the total number of shares outstanding or the number of restricted shares. The only reason for doing so is to hide the dilution that has been going on.
