Annual filing fees in NC for a c-corp are only $20/year. In Texas, I think they were nominal as well several years ago. It's not a big deal to file these. In my experience and understanding, it's just listing who your officers are for the next corporate year. This is based on the results of your annual shareholders meeting.
If I'm reading the following correctly, it looks like it's a $125 filing fee for NV. Not sure what the holdup is.
