I just received this e-mail from TD:
Thank you for contacting TD Ameritrade regarding your attempted sell order for symbol SMPP. This security is currently under DTC global lock. When an issue is designated as global lock at DTCC it is not eligible for deliver, transfer, or withdrawal which prohibits a clearing firms¿ ability to settle any movement of positions including trades. There is a variety of reasons for global lock designation, which may involve upcoming corporate actions, allegations of fraud at an issuer or agent or some other type of irregularity that makes the validity of the issuer¿s outstanding shares suspect.
Based on the industry wide DTC global lock restriction that prohibits a clearing firms', specifically TD Ameritrade¿s, ability to settle trades, we have removed the ability to trade this security. At this time, there is not a set timeline for if/when the restriction will be removed. However, once the industry wide global lock restriction is lifted, TD Ameritrade will re-evaluate whether the issue will be allowed to be traded again.
