Not as far as we know. The magistrate hasn't yet ruled on that. That said, I suspect that if she knows he's resorted to offering bounty for identities, she wouldn't like it.
And wouldn't feel that expedited discovery is warranted.
It seems to me that he's just gilding the lily. Pushing the envelope. He evidently has an unquenchable thirst for publicity.
